A Framework for Project Delivery Systems via Hybrid Fuzzy Risk Analysis: Application and Extension in ICT

One of the essential factors project success is selecting proper delivery method. This study aimed to provide a new hybrid decision-making framework assist stakeholders in evaluating and most appropriate Project Delivery System (PDS) documenting decision process. For this purpose, selection PDSs were obtained from literature review, critical screened based on fuzzy Delphi method, whereby expert feedback was Information Communication Technology (ICT) projects obtained. Subsequently, ICT risks identified categorized into six competitive constraints, including time, cost, quality, reputation, value, scope, risk prioritized each area. Then, effect criteria investigated using cognitive map (FCM). Finally, ranked through Fuzzy Technique for Order Preference by Similarity Ideal Solution (FTOPSIS). article researched novel multi-layer system combining FCM FTOPSIS techniques. The received their weights evaluation causal relationships between PDS risks. Thus, different characteristics, opinions stakeholders, process; increased likelihood success. results showed that impact so severe they changed weight matrix and, subsequently, ranking options.
